You need to go to the webpage: www.google.com/ig
Then, either sign in or create your account and pick the things you want to show on the page. Then, depending on what browser you use, go to Tools -- Options -- Main (Startup) and put in the website address for iGoogle that you have open (or just click on Use the current page). I don't have explorer on here but it should be similar menus.
