congregate the ones involved and assertivly say what needs doing, and delegate to those who you know want to do certain things. then, say who wants to do ' so and so'? most people want to appear co-operative and willig so will offer.
being assertive is about confidence. if you want to get something done, just take charge, most people don't feel comfortable with responsibilty, they would rather someone else take it. so take it! and be sure to have a back up plan in case! lol!
tell them they'll be losers and failures if they don't...but that may make them mad...so scratch that, and give the ones who do it candy...yeah,I don't know, I'm not a teacher.
kick them in the babymakers and then say 'sorry'... assertive yet polite

Try splitting up the work, explain who does what, and tell them that you'll all be getting together like at a particular time on friday with the completed pieces.
