Photoshop. You can use it to create animated .GIFs

Pretty much any photo edited program will do it.

Gimp is a free photo editing program you can d/l and lunapic.com is a free online photo editor that you can create animated images with. (that's what I use, however it's somewhat limited.)

I also use Photoshop.
If you mean drawing or something, following site would be good for you, I guess.
