How do I let her know how I feel??

Ok theres this girl named andi that im crazy about. I know she likes me because she had someone ask me out 4 her. I wanted to say yes but I panicked and said I dunno. Now I cant stop thinking about her. Theres this other guy that I think she likes but now shes mad at him so I think this is my chance but I dont know what to do! Shes the type of girl that flirts wit a lot of guys but I think its normal cause shes a 13 year old.I want her to know how I feel but I dont know how to tell her.Any advice will help!! Thanx
