Most of a dogs tail is merely muscle. There is bone at the base of it only. The rest is all muscle, and if it was broken, you would know. It is like a phallus. We have no bone in it, but it would be bent at an odd angle if we broke it. It is very difficult to break a dogs tail at the base. The bone bends better than the muscle. If you snapped it, the tail would be bent up and around, so you would know. Toy dogs like Pomeranians have their tail constantly bent funny, and I don't think you can break it.
