How can I make my move on jeff??

I do want to make my move on Jeff. But how can I do that. I do want it special and romantic like. But how do I make it right. He really likes me a lot and I do really like him a lot. I really do love him.I really don't want to push him having sex with me when I know that I don't want that yet. Is there a slights way to really make a move on him? I don't want to do the wrong thing here. How can I make it romantic on him. Should I have candles everywhere and with romantic music on and say sweet nothings in his ear and also play footsy and then come in closer to kiss him on the lips. Would that be apporiate way to move in on him or not. Should I be the one to wait on him making the move on me. Jeff and I do when we see each other. He really does listen to me a lot when I talk to him. He did have his arm around me at the bowling alley in Walnut Ridge, Arkansas when we were sitting by each other. This really means a lot to me. How would I make my first move or should I wait on him to make his first move on me? I wish I was not so confused by this. But I want to do the right thing here. I am being so honest. I love him. I always think about him and dream about him. He is the one I really want to be with so bad. Jeff and I are so much into each other a lot. Jeff and I really do want to get together so bad.
