I don't think it can, it certainly can cause complications on getting financial aid. When Bush JR First became President, instead of helping people with Legal history, they chose to discriminate even further and attempt to make it so nobody convicted of a felony could get financial aid for education. That being said, I'm not sure it ever passed.
The only other concern is the degree itself - for example I might want to become a counselor and there is nothing stopping me from the degree, BUT.. many States won't ever allow me to be a counselor, so the degree really doesn't do me any good.
