That looks like a combination of being scene having fried hair, haha. Jokes.

They're disconnected layers. It'd be most helpful if you physically took a copy of that picture to the salon. The tricky part of it is finding the right stylist to texture your hair into that cut, according to the texture of your hair.

As far as products, try using a small amount of the Paul Mitchell Dry Wax or the Bumble and Bumble Surf Spray to the shorter layers.

Use a comb to tease it to the volume of your satisfaction.

Theeen, you want to do a quick spritz of hair spray (I personally love the got2b Freeze Spray) for that final touch.

shes wearing extentions by the look of it my hairs like this sometimes you ask for short choppy layers then put the extentions in back comb the layers slightly then add a clip or something iif I knew you I could do this for you as im training to be a beautician... ect but I dont :L x

hello...my hair is like that

1.tell her to not cut the bottom layer of your hair
2.tell her you want the top of your hair razored
3.tell her how short you want the very top layer of your hair to be
4.then just tell her to cut your bangs after to what ever length you want them to be.

oh and sorry hun but in order for your hair to look like that you have to have the hair cut and...well what I am trying to say is that it's a hair do.
