If their account has a history, (eg lots of questions answers) they're less likely to be a weirdo...in general. That's not always the case though.
And, if somebody does bother you:
1) remove them
2) block them (via link on their profile
3) Click report abuse we review all reports and if they did break the rules, they're gone.
