If your singing is as good as the playing of the other band members, then you'll be in demand. The easiest way to join bands is to either audition for one (check music boards and local music shops for 'singer wanted' adds), hook up with a group of friends, or form your own band by posting 'musicians wanted for new band' adds.
But yeah, you'll be in greater demand if you also play an instrument - particularly if you are able to play and sing at the same time.
