Why do some goats have dangly skin flaps under their necks?

Yeah I saw this goat with 2 long skinflaps under their neck on KennyVSSpenny so what are they for?

Those are called dewlaps...as for their function...I don't think there is any...It's simply a matter of the indiviual breed of that goat. Not all breeds have them...

that means they were bred too much and they really need a break. trust me I have lots of goats and some of them died because of this.
