When I got my learner's in PA you could get it on your birthday - but then again that was 44 years ago.
The way I read the forms you can register as soon as you are 16, but you need to have an medical and visual exam not earlier than 6 months before your 16th birthday.
The form says in part, When you are 16 years of age or older, please follow the steps listed below in order to get your non-commercial learnerʼs permit. You cannot apply for your permit before your 16th birthday.

ok! see im going to turn 16 pretty soon and I got some questions!
let say I turn 16 yesterday...can I go to PennDot today to take the knowledge test to get my permitt...
...or do I have to wait a couple months to take it?? and how many months is it??
