if he wants to go out with her he will. if he dosnt he wont
you cant just go out and grab the first guy you see

She should hang out with that boy more and they should become really good friends. If your really good friends with a boy, they technically start to get feelings for you. If she REALLY likes him, ask him out. Go for it!
