Please help!
My friend dyed my hair last night and theres still dye on some of my face ad hairline which I can understand.
But the fuzzy hair thats on your neck has been dyed blue/black and wont budge
Help!

If you can't see the fuzzy hair, you could shave it. Otherwise, I would say to keep using soapy water and, eventually, it will wear off. If it's a big problem, go see a professional.
