depends on how mean. if its just little things like picking on you and stuff, then probably not. it could mean he likes you and is shy and doesnt know how to show it, or something like that.
but if he's really being mean, then I dont know. I guess it just depends on what kind of things he's doing.

Nope...in fact it can be the opposite. If a guy picks on you constantly it could mean that he likes you...
