Most of the mentioned sites the other members listed are good, but you'll need to do some digging in order to find a reliably good characters in the chat rooms of a site.

iSketch has brought me tons of new friends. It's a pictionary style game that has dedicated chatting rooms beside the game rooms. Hit the 'Social' tab in the lobby to filter them out.

freechatnow.com is straightforward yet can be riddled with cyber-sex spammers all the time.

anicechat.com is a really great service. Extremely simple interface that's designed for just two people to chat about... anything. You enter a username and it then immediately partners you up with a random person looking for that same random encounter. Great for off the wall conversating or even just to vent something bothering you out to a real person.
