There always CAN be sperm present, but it MIGHT not be. Unless the guy has had a vasectomy - then almost no chance of sperm ever.
The problem with using ovulation timing to avoid pregnancy is that the reproductive system is not a precision machine. Egg release varies - sometimes multiple eggs are released (fraternal twins) and sometimes additional eggs are released through put the cycle.
During your period is about the least likely time for pregnancy plus a few days either side, but it is a percentage dice toss.
