By speaking and reading it. The fastest way to learn a language is to actually speak it on a daily basis.

try
http://www.slowgerman.de
its a podcast by a german native speaker designed for people who want to learn german.

try
dict.leo.org
if you need to find any single word.

Read German books. Watch German movies. Start with easy ones. Maybe pick a German translation of any simple fantasy novel you might have at home. Or a synchronization of your favorite film. Film synchronizations are typically very good in German. The different voices will seem strange, if you know the actors. Be sure you can have German and English subtitles, too.

Find german books and movies at
http://www.amazon.de
Look at region codes when buying dvd s. send them e-mails if you're not sure wether they run in your dvd-drive. Scrounge
http://www.youtube.de
for any german synchronization of your favorite tv-series or film.

You can also try hanging out on German websites that touch any of your hobbies and chat/write/talk to people there. Warning: most Germans learn English at school and they'll be eager to practice once they get in touch with a native speaker. ;-)

If you have the possibility, try a student exchange trip to Germany, Austria or Switzerland. Speaking the language always helps learning.
There also, people will try to practice their English.

Best is to pretend you're from Kasachstan or something. So people will not try to speak your language. You might run across some funny stereotypes, too. Don't be afraid. People are quite civilized in 'old europe'. They'll find their own stereotypes embarrassing once they notice how wrong they are.
