How do I download something without administrator privileges?

need help!!! I cant use my webcam because I gotta dL something but my pastor put some kinda block thinggy on my computer!!! >=O WTFF its my computer but it says like soemthing like this...the administator of this computer will not allow you to view this page >=O what the f*ck HELPX ME pl0x

Basically you have to sign in as the administrator in order to dl it.
What you could try is saving the program to my documents, this may work. Or talk to your pastor...

download any of the programs titled 'Password crack' or 'password hacker' via GOOGLE search. run the program, extract the administrator password, and use it to give yourself administrator privelage. Now change the original admin password to keep others out!

Use any other computer to download a 'Password crack' program (GOOGLE IT!)
save the crack program as a data file (ISO image file) on a c.d.
put the disk in the computer you can't get into...once it steals the password, log in as administrator, do what you will, and bada boom, bada bing, you got it!
