It depends on whether the person has ever been able to see or not. Yes, dreams are in our heads, but everything visal in our heads is in some way a product of something that has gone in there through our eyes. How would you visually represent a dog in your dream if you've never seen a dog in your life? Blind-born people who have *never* had any visual input couldn't possibly have visual dreams. The dream can play around with the *idea* of a dog, the sound and touch of a dog, but not the image. If the person went blind after having been able to see for a while, and has a stored memory of the image of a dog, then of course he'll be able to have visual dreams of dogs. Dreams are fantasies put together in your head, right, but if there's no visual material to put them together from, then there will be no visual dreams. But in dreams often you just *know* stuff, so the visual element isn't crucial for a dream to exist.

In short, born-blind people wouldn't all of a sudden be able to 'see' in their dreams, which is *not* to mean they don't have any dreams at all.
