Sad thing is we had to limit new members because of past abuse of our system. So, this weeds out most of it because people looking to wreak havoc on our site don't want to wait 15 days either 
The downside, as you've seen, is you need to wait a few weeks before you can get extra chatty with other people on the site.
Profile commenting isn't limited while you're new, and we are going to (in a few weeks or so) implement an email verification feature so that if you confirm your email address (eg, prove it's real) then lift the limit on fun mail sooner.
