Fooling around but no sex

me and my boyfriend were fooling around on his last day before football camp. things got a little far [[he was touchin me, lickin me, kissin me every where above my waist.]] when he went to pull my underware off, I stopped him. he got a lil frustraited....

how do I let him know that I will fool around above the waist, but im not ready to have sex yet?? [[im 14]]

how long have you guys been together? how old are you, and how old is he?
just tell him, if he really loves you, or just plain respects you, he'll understand and he'll wait for you. You have to find a guy who is willing to wait for you. That one will be worth it.
