we have a totally differnt spinal structure to aquatic creatures. I think if the work 'neck' is used, then it refers to an area of recognition for humans. the purpose of humans having a 'neck' is that we have a joint that pivets, which serves to allow the head to move in various directions...I don't think fish have that issue since their spines are far more flexible than ours.
but I don't know the REAL answer, just logically, on a psysiological level, that's how I would theorise it..
