When your sitting on your feet or arms or something for a long amount of time,it starts to cut off the blood flow, and thats why your feet 'fall asleep'
The best way to get rid of the prickling feeling is to stretch out whatever body part it is,and rub it.
For example,When my leg falls asleep,I sit with it straight out infront of me and I rub underneath my knee.
It helps the blood flow [[at least I think]] and my leg wakes up real fast.

It really has nothing to do with blood. The nerve pathways are shutting down due to external pressure on the nerve in the limb. That's why the limb goes numb. The prickling sensation is the nerve beginning to transmit to the brain once the pressure is relieved.

The sensation isn't altered by any method, and it only lasts 20 or 30 seconds.

Sure circulation may also be cut off, but it has nothing to do with the numbness or prickling.
