I havn't used an epilator other than on my legs, but I'm sure it would be as effective as shaving, and hopefully stay away for longer.
the device you have, seems to be a neat shape for bikini line - but you'd have to stretch the skin a lot in order for it reach where you want it - maybe you should buy a bikini trimmer as they have a thinner head which would be waaay easier to use

is it possible to use an epilaotr on the bikini line?
I have this one and I dont want to always have to shave.
