Emancipated minor

Can a emancipated 16year old have a relationship with an 22 year old?
In a country where the legal age of consent is 16?

Can these 2 have a relationship with each other or have a relationship but no physical contact or is it still illegal ?

I think its illugal unless your a resident of that state or country, if you went there with the 22 year old of the 16 year old and werent a resident the police from the illugal state could still arrest the 16 year old..
