You can google 'Free Easy Image Editing' and get some decent stuff, I suggest getting Photoshop and playing with it till you get the hang of it.

photobucket is also easy and free
I use photoshop, but it´s sort of program you really have to learn to use or else you´re just confused and clicking buttons hoping for the best.
I bought the software from a store (kinda expensive), but I bet there´s some way you can download online or something
