It consists of rubbing and touching genitals through clothing. In other words, you keep your close on but you rub yourselves together like you if you were having sex.

Dry humping is when two people rub their bodies against each other--often moving their genitals together and simulating the motions of intercourse without actually having it. People can be partially or fully clothed or not wear clothes at all. It's also called dry sex or frottage.
