Does he just want action?

This guy I like keeps liking me then liking another girl then coming back to liking me. We have made out like three times but I can never tell if he wants to be with me or just wants some action how can I tell???

It seems like he just wants action and that he's using you to get it. My advice is to stop making out with him, if he comes back to you if you don't then maybe that means he likes you. But you shouldn't be with someone who can't make up their mind. If he can't pick a girl and stick with it, then maybe you should move on.
