There are some sites where people submit stories(as well as art) like elfwood.com and deviantart.com

Some of the stories are actually very good.

Check out the Baen Free Library (http://www.baen.com/library/), which focuses on Sci Fi and fantasy, Project Gutenburg (http://www.gutenberg.org/) - 20,000+ books, mainly older books that are now out of copyright, and Fictionwise's free ebook section (http://www.fictionwise.com/ebooks/freebooks.htm) - mostly short stories.
