Can you charge someone for passing on and hpv while knowing but not telling you?

I beleve so. Pretty sure you can. It is a law that anyone with an STD has to tell the person they're about to do it with that they have it, as well as any and all partners that they had in the past. You could probably sue, if you can prove it.

HPV is a tricky one, they do HIV because it is deadly, but you can always call up the cops or a lawyer and find out...
