I think the claim that children could fly if they thought they could is meant to be allegorical.
It is saying that we shouldn't diminish children's enthusiasm by beating them down but rather we should let their imagination fly.
With assistance for certain mechanical devices it would happen. . . but it really doesn't matter if anyone told them or not.
I tried several times as a kid, first with a pillow case cape, but I could never make myself go headfirst, so that was the probably the problem, I also dove headfirst from a haybarn (landed on hay) but no cape so it might have worked had I been in costume. Then I tried using the pillow case as a parachute, jumped from the low part of my parents roof first, to low only about 12 feet, the 'chute' didn't have time to open. So I climbed to the peak about 20 - 24 feet, still didn't have time to open but luckily that hurt enough I didn't try for higher.

Can kids really fly?
Someone once said that if a little child really thought he/she could fly, that since no one had told them that they couldn't.. that they could.. really.. fly.
Now I don't doubt for one minute that they can't but I do wonder.. is there any evidence that any of them ever.. really.. has.. flown. Do you know of any?
