I am a Vet Entern, and Im here to answer your question to the best of my knowledge.

You can, although I highly NOT recomend it at all.

Why? Anything dealing with the jugular vein is a big deal, you dont want to mess up on one of those main veins.

If you want to learn, then go to your nearest Vet, or take classes.

May I ask why do you need to do this? Or why your asking?
