No, with a Drivers Permit... You have to legally stay within the state your are located in.
Other-wise... As learned by a friend of mine, whom lost her privilege to drive for 5 years.
Now, unless you are 30 mins from the boarder of another state (Say you go to school in another state, in a city within 30 mins of were you live) This is Nation wide.
