can a police pull me over for tinted windows when all my windows were down and I have no tint in my rear window

Yes.

They may have pulled you over for another reason but told you it was for the tint on your windows. But if the tint on your windows is too dark, you can get a ticket. Doesn't matter if your windows were down at the time or not. If the tint is dark enough that they can not see inside the vehicle then you are in violation of the law.

But, in reality, you can be pulled over just because they want to. They are not required to give a reason.

yep, if they can't see in your car to see what you are doing they can pull yopu over

It depends on how dark it is. Some states have limits on how dark your tint is. An if the tint is darker then the limit then yes they can pull you over an even write you a ticket for it.
