Shouldn't have messed with them in the first place. If you leave them alone and stop shaving them, it will slowly go away and the original 'thinner' hairs will take much much longer to come back than the thick ones that do after you shave.
You will have to hide the hairs and bumps in another way for now, because using foundation on it to cover it up will clog the pores and makes them irritated and grow more bumps. You can speak to your doctor or dermatologist for a more longer-term solution to the neck hair if you are really bothered by the neck hair.
