Brown to blonde?

I want to dye my hair from a light brown to blonde could anyone tell me how to do this without it turning out a funny colour or ruining my hair?
Also I have been told that there is a hairdye that dyes your hair no matter what colour it is but im not sure what its called if anyone knows could you please say
