Parents is an option. Tell your mom and dad that your brother isn't trying to work this out, and he is getting on your last nerve. Parents always do something about a case like this.

I know exactly how you feel my little brother and I are the exact same way. I have just learned to ignore him and eventually if he sees hes not getting my attention he'll leave me alone.
