No that's definitely normal. Mine were the same way, and upon thinking I was a 'freak' I asked my friends, and with the exception of one or two, all had puffy nipples. 
You're still within the throes of puberty, by the time you're 17 or so you'll probably have more 'womanly' nipples. And then, if you ever get pregnant, they go through another shape/color change during pregnancy. If you nurse your babies they'll change even more. They're constantly undergoing a metamorphosis. But for now, where you are in growth, they're right where they should be.

Ok im a 14 year old girl and yes I've been told that my breasts have been growing but my nipples are puffy and they poke out of my boobs is that a bad thing or are my nipples just growing faster than my boobs? Will they ever go down?
