With clothes it's pretty easy to enhance your breast size without getting under the knife.
Use belts or tops that tighten around either your waste or right under breast to give some sort of proportion so that your waste looks smaller which results in your breast seem bigger.

Wearing the right size brah is also super important. Get measured up for your correct size, or you can do it online buy measuring yourself and finding the exact size. Shop for brahs with padding in them and give a pushup effect. I dont have very big breasts either, but with the pushup brah I'm now wearing I think they look pretty descent :D

I wouldn't try medications. There are too many risks.
And look on the bright size, yours are at least in good condition. In Norway 1 out of 3 women get breast cancer. My mom was one of them.
Smaller breast also dont sag as much with age.

About the only thing that might make them bigger is to go on birth control pills. (Small chance because this happens to only a small number of women!)

However ...
Rest assured that size is NOT important to most people. The only ones who look only for size are shallow jerks. And is that really what you want?
If you work on improving yourself through education, volunteer work, your career, and outside interests then your worry about size will disappear.
