Black looks less tacky when it starts to chip, and also has that insta-trash look, so if you make some mistakes you rub a tiny bit of nail-polish remover over it and it looks supah cool (:

Black if you're pale or black, white if you're just really tan. Generally though, black is nicer looking.

Black nails use to be quite chic, but now with the emo thing...
