What should I get for my friend's birthday? He's my best friend's boyfriend and we're sort of close friends, but not that close.
He's Celtic, he likes video games, he's kind of quiet, he draws a lot and likes Emo art, he also likes Anime and that...

movie/TV series Death Note. And he has the weirdest sense of humor ever. Here's a joke he said to me once:
The yellow brick road leads to Emerald City, the red brick road leads to Hell, and the gray brick road leads to Walmart.
I want to get him something unique and that he would be surprised I would buy it for him, um because we aren't super close I guess.

well since hes into art you could try to find out his favourite artists and then get one of their pieces
you could go to http://www.hottopic.com and find something there they have some nice emoish/punk stuff
talk to his girlfrend and find out what she thinks would be a good idea

getting stuff from Hot Topic is a good idea, as mentioned above
like badges, arm bands, posters, wrist bands
if he plays guitar, maybe an interesting guitar pick?
if he has piercings, maybe a ring or stud, etc.?
braces, belts, gloves, hats
socks with random patterns or things like sheep on them!
