how can I get a male and a female beta to breed. The play with each other all the time.

That is a difficult scenario and very long to explain. You must have ideal conditions in the tank (usually around 80 degrees), clean water, and a way to seperate the fish until the female is ready to drop her eggs (watch for the male to 'flare'). You must also be prepared to feed the young fry (usually with lettuce) and keep the water pristinely clean. The tank should be around 5-6 gallons.

Once you have baby betta they will be tiny and colorless for around 30 weeks.

Yes they must be seperated first to get the male to 'flare' and the female to start producing eggs.
