Unlike the glands of the penis, the vagina itself has relatively few sensual receptors (nerves). Ironically, the deeper the penetration, the fewer the receptors.

Ref your question, the clit is similar to the tip or glans of the penis, with three differences:

1) the urethra does not pass though the clit.

2) it's smaller in size.

3) it's significantly more sensitive due to the greater number of nerve receptors (per square inch) than those found on the glans of the penis.

In otherwords, the clit may not have more nerve endings than a penis but they are concentrated into a much smaller area making it feel far more sensitive than a penis.

However, woman are genrally far less visual than guys when it comes to getting turned on and an emotional response can be far greater.

Also, most woman require gentle stimulation of the clit in addition to a penis in their vagina to make them cum. (orgasm)

The amount of women who orgasm from penetration alone is generally quite a low % of the population.
