Anyone know this movies title?

Obviously I dont know the title and I was hoping someone else did. All I remember about this movie is, its about a little girl. Her family has two horses. There names were like, 'two-bit' and 'pepper'. She isnt allowed to ride into town because her mom doesnt want her to cross the highway. So she and a friend ride into town, but instead of going across the high way, they go through a tunnel. Under the highway. Anyway, while in town her mom sees her and she gets in trouble. So, she runs away or something and ends up getting kidnapped...I think. or maybe she just runs away I dont know. anyway...does anyone know the title? im guessing this movie was made anywhere from 1991-1999. but thats just a guess..

Two Bits & Pepper - 1995

Nice little story about 2 girls and their horses. The horses talk to each other in the style of Homeward Bound or Look Who's Talking. Toss in two bumbling kidnappers (both played by Joe Piscopo) for some comic relief and we have a story with a little drama, comedy, parental conflict on the trials and tribulations of growing up. Although predictable, it is charming and will appeal to little girls everywhere.
