Can she talk to the college about this?
I don't know how things work over there, but if she can pay so much down, maybe they'll be willing to let her pay off the rest over the course of the year, and in that time she can get a part-time job or something to cover it.
It's a shame you don't have OSAP...everybody here goes to college, no matter what the financial circumstance.
She can also try seeing if she can get help from one of the following organizations:

My cousin is short 3400 for college. Thats out of 15000 total. So close, yet so far.
She has nothing of value to sell, no one in the family can cosign for a loan (either bad credit or enough debt already). Her boyfriends parents were going to get a...
loan, but they have too many of them right now, so she can't get the money that way... Anyone have any suggestions? I'm stumped...
Please help she's really bummed out about it.
