Ok my sister needs to know how to get rid of an annoying stalker! Shes told him over and over to leave her alone, shes pissed and wants advice.

threaten them with the police, if they don't back off, take action.

if he's overage you can report that.
or get someone to beat him/her up.
change your usually routines, cell phone numbers, and even just the littlest things like how you drive/walk/etc. to school or whatever..
