Okay, so im 15 years oldd.
I have only 1 peircing in each ear (no nose rings, belly button, lip rings... )
No tatoos.
I have never dyed my hair.
I dont really wear any knd of jewelry, if ever. (bracelets, necklaces...)
I almost always wear a...

tee shirt and jeans ( no matter where I go)

I feel so boring, plain. The only thing I always do is wear makeupp.

Am I boring? Honestly? If yes, what should I do to change this, because I really think I am, and I want to change this about myself, for me, no one else.

I think you jsut described me, well, minus the makeup! Not boring, if your anything like me, you must be the type of girl who cares about finding genuine people to surround her, not cliquey ones that only care about looks. Be comfortable with urself, it'll boost your confidence.

I agree it's not boring. Actually in this day and age you're probably unique because you're opting for simple. I'm a t-shirt, jeans gal, it's classic. Can't go wrong with that. Sometimes people are too distracted with all the decorations people put on themselves and it makes it harder to get to know some. You have your own style doing it the way you do. Nothing wrong with that.
