You should automatically have admin priveledges if it's your computer. I do on mine.

If you live at home, on a business network or domain you may not have admin rights.

If you don't have admin rights then the PC won't belong to you or someone like an employer or parent has restricted your access because you have been naughty or might be naughty.

Ask the owner of the PC for full access.

If none of the above is true, you could be infected with a Virus that can deny you access to critical system applications. If this is the case, use an online virus scanner like the one at panda.com.
