Try only buying something if it's in the sale. That should decrease some of your outgoings a little.
Try to save a small amount of money every week (eg 1% of your pay check goes into a jar that can't be touhed until a certain date)
Only go food shopping when you're not hungry so you don't end up spending more than necessary.
Open a savings account and list it as a 'debt' when you're paying bills. Every payday, put a certain amount of your paycheck into that savings account and don't touch it (maybe 5 or 10 percent of what's left after paying all your other bills)- remember, it's not free money, it's a paid bill.
In time, your savings will grow and you won't feel quite so bad about splurging.
